    The research is commissioned by the Burdett Trust for Nursing with the aim of creating and developing a new innovative toolkit (PROTECToolkit) designed to safeguard and protect older people, staff, and visitors in care homes across England during an epidemic/pandemic situation.

    To achieve the research aim, four work streams will be applied that will engage with key staff from across a range of regulatory, voluntary, local authority organisations, positions, and roles within the care sectors. In brief, these are as follows:

    Work stream 1 (WS1): Establishment of a Delphi panel to guide the study. The aim is to involve individuals from organizations listed above who are appropriately experienced and qualified to help identify specific aspects from evidence, policy, and guidance to develop the toolkit.

    Work stream 2 (WS2): an online survey exploring the issues identified in WS1. This will be produced and distributed to nurses who worked in care homes during Covid-19 pandemic. The aim of the survey will be to:

    • Capture nurses’ experiences and how they addressed the challenges faced.
    • Identify learning to safeguard and protect older adults and nurses in the
    future.
    • Inform the co-creation and development of the Toolkit.

    Workstream 3 (WS3): Feasibility study of the Toolkit. This will be undertaken in care homes agreeing to participate in the research, focusing especially on:
    • Ease of use
    • Relevance of indicators
    • Effectiveness of the tool in identifying Covid-19 related issues.

    Work stream 4 (WS4):Sharing and dissemination of findings.This will be done across stakeholder networks, professional and regulatory organizations.

    We are seeking proportionate review because we are aiming to recruit a minimum of two and a maximum of five patient representatives to WS1.
