Data collection arrangements
The Pathway Data Trust Committee will be responsible for reviewing all applications at the Trust. Data requests will be considered from NHS Organisations and Research Institutes, members of the public, commercial or non-commercial agencies or bodies.
All requests for access to data will be considered as part of a four-stage review process.
These are:
• Stage 1: Technical assessment:
o Does UHB hold the data?
• Stage 2: What governance framework will the project fall into?
o Due diligence regarding applicant and evaluation of data request
o Is the applicant (and institution) appropriate?
• Stage 3: Are the “5 safes” met?
• Stage 4: Terms of access and responsibilities specified:
o Internal applicants: confirmation of meeting data access conditions
o External applicants: agree Data Licence Agreement
Datasets created on demand will be timestamped and made available under contractual arrangements for pre-specified time periods in line with the nature of the projects.
Most requests, reviews and release documentation will be stored for 5 years to allow audit and scrutiny of decision making procedures. Data on any deviations/breaches may be kept indefinitely to allow for assessments of corrective and preventative actions.Research programme
PATHWAY is a research programme that will support University Hospitals Birmingham NHS Foundation Trust in being able to provide safe access to data for clinicians, analysts and researchers who are committed to using this data to improve patient care and the population’s health and well-being. PATHWAY is designed to provide this data for different types of analysis, ranging from service evaluation and audit to discovery research and the evaluation of new tests or treatments. The common purpose of all such projects is that there is a clear pathway to patient and public benefit, and that access to the data conforms to legal requirements and data governance frameworks. Having the research protocol allows for safe use of the data at the Trust and will have a positive impact on the patients who receive care at UHB.
