    Many older people in England have difficulties with their daily activities but do not meet the eligibility criteria for core social care packages. Supporting individuals with moderate care needs so that they remain as independent as possible for as long as possible is a key objective across English local authorities. However, little is known about the different models of support available for people with moderate care needs. The aim of the MSMOP study is to understand how best to support older people with moderate social care needs and their carers.

    The MSMOP study was designed as a mixed methods study, combining quantitative analysis on the support received by people with moderate needs and their carers with a qualitative process evaluation of local networks of support. In Phase I of the study, we carried out a cognitive testing for a Pilot survey, process evaluation including document analysis and qualitative interviews with local authority staff and voluntary care sector organisations. Phase II of the MSMOP study will build on the methodology and findings from the Phase I. For this, we would like to interview older people and their carers to gain a better understanding of the types of services and support available to them, as well as their contact and experiences with different organisations (e.g. council, NHS, voluntary sector) through different routes (e.g. face to face, online).
    Key methods are semi-structured interviews, which we will use to generate vignettes for each case study. There are 9 local authorities involved in this Phase of the study.
