    This qualitative study is part of a longer research programme that aims to develop a draft new care home quality measure based on the extent to which care homes support the social care related quality of life (QoL) of residents. The proposed measure would aim to support service users and families and carers choosing a care home, care home quality assurance and improvement mechanisms, and local authority commissioners and quality monitoring teams. The project will link in and add on to phase 1 of the work. Phase 1 will adapt the Adult Social Care Outcomes Toolkit (ASCOT) care home measure of individual residents’ quality of life to the care home level. Both phases will run concurrently for one year.
    This, phase 2, project will focus on gaining the views of potential lay users to help make the proposed measure relevant, useful and easy to use. Involvement in the measurement development will be through one of two ways: a) group interviews to discuss what the measure might cover, the proposed quality of life areas, and preferences for reporting and presenting the resulting information; and b) cognitive interviews to test understanding and preferences for alternative presentations of the information. Group interviews will be held with relatives who have chosen a care home and people who may have to (including adults over 45-years who have older relatives and relatives/carers of older people who are already social care service users living in the community). Cognitive interviews will be conducted with four groups: older people, professionals involved in providing social care; older people with experience of housing and support needs and the adults aged 45 years and over. Results will feed into further refinement of the measure before pilot testing in a few care homes is carried out as part of phase 1.
