Research summary
The National Collaborating Centre for Indicator Development at the University of Birmingham has been approached by NHS England and National Institute for Health and Care Excellence (NICE) to develop quality measures to support the national Diabetes Prevention Programme. These measures intend to evaluate quality along the patient pathway and have the potential to be used for quality improvement and evaluative purposes in both General Practice and across Clinical Commissioning Groups (CCGs). This study builds upon and extends our existing work in relation to the development of indicators for the Quality and Outcomes Framework 2013-2016 which was given ethical approval by Dyfed Powys Research ethics Committee (ref: 13/WA/0282).
We intend to undertake this work in a single CCG area within England (Herefordhire CCG). We are seeking ethical approval to undertake a consensus methodology process to develop quality measures suitable for use either in General Practice or at the CCG level and to evaluate the performance of these measures in a convenience sample of general practices. We also intend to incorporate patient views into the measure development process, an area of quality measure evaluation which is currently under-explored. The measure piloting process will explore the views of general practice staff on the impact of implementing these potential quality measures. Data will be collected using workload diaries and through individual interviews. Electronic data will also be extracted from GP clinical systems to assess the feasibility of these measures for use in a pay for performance framework and to evaluate indicator performance before and after the pilot period.REC name
