    The purpose of our research is to support the sharing of ‘devolution learning’ locally, regionally and nationally, with the aim of taking the experiences from Greater Manchester (GM) to share with national policymakers and others hoping to implement devolved health and social care in the future.
    We will examine how policy objectives and goals are debated, agreed or set and we will map objectives to our wider evaluative framework. We will explore how different stakeholders – from statutory bodies and professions to public, patient and voluntary groups – contribute to and exercise voice in the policy process, and examine the roles of local, regional and national voices in that process.
    We will seek from the outset to establish a shared understanding of the underlying logic model for devolution, the intended or expected effects or impacts, and the metrics or measures by which these changes could be tracked, and this work will then inform our research as it develops.
    We aim to explore changes to existing arrangements for governance and accountability associated with developing new organisational forms. We will also track changes to organisations and to organisational relationships over time across Greater Manchester.
    We will be using a mix of qualitative interviews with individuals participating as part of the GM health devolution process, observations of meetings associated with the decision making and operation of GM health devolution and collecting associated documentation (agendas, minutes, reports etc).
