This study is being carried out to assist the Health and Social Care Information Centre (HSCIC) to develop a
standardised Vulnerable Adult outcome measure in Adult Safeguarding for use by Councils.
This application outlines work to test a measure (set of questions) and to test the first draft of HSCIC guidance for
council staff who will be asked to use this document to help in the data collection.
This cognitive testing work will be delivered by the Social Care Workforce Research Unit (SCWRU) with the assistance
of the National Centre for Social Research (NatCen). The fieldwork for the cognitive testing and data analysis will be
carried out by NatCen and report writing will be carried out jointly.
