Data collection arrangements
There will be no identifiable data held in the database as patient identifiers will be removed or replaced at source by the source organisation. The NHS Number will be pseudonymised and will be used to link datasets. However researchers will only have access to the anonymised database.
The database will be hosted at Bradford Teaching Hospitals NHS Foundation Trust (BTHFT) in a secure environment with the highest standards of information governance and technical expertise to protect the data. BTHFT measures itself to ISO 27001 standards. BTHFT adheres to all the information governance and security standards in the Information Governance Toolkit (IGT). BTHFT achieved Level 2 (satisfactory) with an overall score of 83% for IGT version 13 in 2015-16. The focus of the research projects will be the use of linked routine electronic data to understand and improve pathways of patient care. Connected Yorkshire will be starting with research in child obesity, child mental health, diabetes, epilepsy, emergency care, medically unexplained symptoms, urgent care and frailty patient care. Preliminary research will incorporate mapping and analysis of pathways of care for patient groups through different organisations. This will be used to develop new patient care interventions and identify approaches to improve the quality of services and pathways. The data will enable us to understand the existing pathways of care and evaluate the effectiveness of the new pathway following interventions or improvements. The data will be used to (1) assess costs and safety; (2) map patient flows through the pathway; (3) map growth trajectories and (4) understand what happens to patients before they are referred to urgent care, secondary or community care and (5) to potentially identify any symptoms or medications that predict risk of future referrals to urgent care, conditions, treatments or care plans.
