An infographic showing the governance structure of the HRA. It shows the hierarchy of the structure with the Secretary of State (SOS) for Health and Social Care at the top. Below this is the HRA Board, with the Pay and Remuneration Committee ad the HRA Audit and Risk Committee to the side of the Board.

The Accountable Officer (AO) is accountable for the discharge of functions to the Board. The AO is responsible for maintaining a sound system of internal control to support the achievement of HRA policies, aims and objectives whilst safeguarding public funds and the HRA's assets.

The Executive Committee is alongside the Accounting Officer, and is responsible for senior executive decision making and leading the HRA and the delivery of its strategic aims and objectives.

In a separate box is the the independent auditors who review and provide assurance on internal control measures and risk management processes.

Below the AO and Executive Committee are the:

  • Digital Strategy and Prioritisation Group - Responsible for directing the HRA digital strategy and overseeing the overall performance of digital initiatives and services within the organisation
  • Portfolio Delivery Group - responsible for overseeing the delivery of the HRA's key programmes and projects
  • Recruitment Panel - responsible for review and authorisation of new roles and changes to existing posts
  • People Group - responsible for review and authorisation for strategies, plans, changes and policies relating to HRA staff

There are also some upcoming changes to our governance structure, with a new Community Committee to be set up in 2023 which will report to the HRA Board.
